Who We Are

The firm’s principals; Timothy R. Knoebel, P.E. and Gilbert J. Picarelli, S.E.O and have been associated with each other in the professional consulting engineering field since 1989. The firm specializes in providing consulting, engineering, surveying, sewage enforcement, and related services to municipalities, agencies, private enterprise and individual clients. With our professionals on staff, we are able to provide a wide range of engineering and related serviceswhile maintaining a personal level of service to our clients.

Timothy C. Black, P.L.S.

Tim is the Director of Surveying at KPI Technology. His responsibilities include supervision of all aspects of the Survey Department. Tim has more than 38 years of experience in boundary and topographic surveys, construction layout, aerial mapping control, highway and bridge surveys, residential subdivision design and layout, and utility and courthouse research.

Hobby: In his spare time Tim enjoys hunting, golfing, and traveling.

Ryan Picarelli

Ryan is an Engineering Technician at KPI Technology. His responsibilities include the review of construction activities related to the installation of underground utilities, roadway construction, and concrete construction. Ryan has 9 years of experience related to construction inspection and has certifications as a PENNDOT Certified Bituminous Field Technician, an ACI Certified Concrete Field Testing Technician, and AWS Certified Associate Welding Inspector.

Hobby: In his spare time, Ryan enjoys spending time with his wife and daughter, fishing, and smoking meat.

Micaela Zawadski

Micaela Zawadski is a Staff Environmental Engineer at KPI Technology. She graduated from Geneva College in May 2017 with a Bachelor’s in Science in Engineering. Micaela’s responsibilities include assisting staff with various projects by completing permits, GIS mapping, and writing reports. She is also the assists with various municipalities Municipal Separate Stormwater Sewer System (MS4) programs and permits.

Hobby: In her spare time, Micaela enjoys cooking, hiking, and kayaking.

Leah S. Heine, S.E.O.

Leah Heine has worked in the municipal engineering field since graduating from Penn State in 1997.  Leah has served as an Engineering Technician and Sewage Enforcement Officer (SEO) with KPI Technology for more than a decade.  She is involved with the Subdivision and Land Development review and approval process for multiple municipalities.  Leah also designs stormwater management and erosion and sedimentation control plans for private clients.  She has remained an active SEO since receiving her certification in 2001 and is currently SEO for several Townships in Cumberland and Adams Counties.

Hobby: In her spare time, Leah enjoys kayaking, biking, gardening, singing and restoring her old home.

John Bucanelli, P.E.

John Bucanelli is the Senior Engineer and client manager in KPI’s Elysburg office. John has over 30 years of diverse engineering experience with in-depth exposure to numerous facets of civil and environmental engineering. His areas of expertise include water/wastewater engineering, municipal infrastructure planning, stormwater management and related project management/construction services. His on-site field experience and heavy construction background continue to play a significant role in developing innovative solutions that satisfy challenging project requirements. John also brings functional first-hand knowledge of municipal wastewater treatment and operational experience to the KPI team.

Hobby: In his spare time, John enjoys nature, music and micro-breweries.

Gilbert (Gil) J. Picarelli, S.E.O.

Gil is the Vice President of KPI Technology.  His responsibilities include Sewage Enforcement Officer services, project management, on-site sewage design and day to day running of KPI Technology.  Gil has more than 25 years of experience in the Sewage Enforcement Officer field and represents more than 15 municipalities as their Sewage Enforcement Officer.

Hobby: In his spare time Gil enjoys running, fishing and spending time with his family.

Timothy Knoebel, P.E.

Tim has been involved with general municipal engineering, planning, land use and development planning in south-central Pennsylvania since 1987 and has since been involved in a consulting capacity with more than 25 municipal entities and has also served on a local municipal planning commission. He has served as a primary contact to municipalities and relative to land use planning has been involved with creation and development of comprehensive plans, wastewater facilities planning, and has developed and implemented ordinances involving zoning, subdivision & land development, stormwater management, driveways, street access, wells, and rules and regulations concerning public sewerage and water supply/distribution. Tim has extensive experience in the civil discipline of hydrology, hydrologic and hydraulic analysis.

Dominic Picarelli, S.E.O.

Dominic works as an environmental planner and planning technician. He is involved with the development of ordinances including those related to zoning and subdivision and land development. Dominic also reviews land development and subdivision proposals on behalf of several municipalities in which he evaluates developments for conformance to local rules and regulations, prepares reports, and attends meetings to review those matters with the municipal planning commission. He also serves as sewage enforcement officer to municipalities and conducts soils evaluations to determine suitability for on-site sewage disposal, provides inspection services and permitting for those projects. Dominic is also involved with firm’s efforts on completion of comprehensive wastewater facilities plans. In addition to my KPI experience, I volunteer my time on the Adams County General Authority Board and the Gettysburg Borough Planning Commission.

Hobby: In his spare time, he volunteers his time on the Adams County General Authority Board and the Gettysburg Borough Planning Commission.

Dan Perva, P.E.

Dan is an Environmental Engineer at KPI Technology.  His main responsibilities include water and wastewater treatment facilities and collection systems.  His ten years of experience also includes stormwater design (collection, conveyance, and management), bridge and culvert hydraulics, WQM and NPDES permitting, Act 537 planning, project financing and construction inspection.

Hobby: When not at work, Dan enjoys spending time hiking, kayaking, and taking care of all the animals his wife keeps collecting.

Craig J. Zack, P.E.

Craig is a project manager at KPI Technology.  His responsibilities include management of all aspects of municipal water and wastewater projects for municipal and private clients from feasibility studies, planning, financing, permitting and construction contract administration.  Craig is a professional engineer registered in Pennsylvania and Maryland with over 25 years of experience and also is a Class A licensed wastewater treatment operator.

Hobby: In his spare time, Craig enjoys biking and hiking to waterfalls and scenic overlooks with his lovely wife and in addition to being a sports fan is also is a fan of professional wrestling.

Brandon L. Guiher

Brandon is a Civil Project Manager and Municipal Engineer.  He received his Bachelor of Science from Penn State University and is a Licensed Professional Engineer in Pennsylvania. Brandon has 11 years of experience spanning stormwater management, hydrology & hydraulics, land development, GIS, and municipal engineering.

Hobby: In his spare time, he enjoys spending time with family, running, and track & field.

Al Moroz

Al is a Civil Designer at KPI Technology. Al has over 12 years of experience in site design of a wide variety of projects including commercial development, higher education, K-12, parks and recreational facilities. Al has experience in grading, sediment control design, site layout and utility design.

Hobby: Outside of work he can be found fishing and watching his kids play sports.

He will also serve as a project and/or design engineer on civil/environmental projects.

Hobby: In his spare time, Ryan enjoys playing soccer, golf and going biking and fishing.
