Representative Project Experience

Since 2002 KPI has been involved in the planning, design, construction and review of sanitary sewer and wastewater treatment related projects with a construction value of nearly $15,000,000 and has reviewed developer prepared plans for over 4,000 residential units and several commercial and non-residential related developments.

Dillsburg Borough - South Second Street Reconstruction
As representative to Borough Council Tim served as project manager for the planning of the reconstruction of South Second Street. South Second Street at one time served as Route 15 and contains substantial reinforced concrete and contains substantial defects in cross slope which required a detailed engineering assessment. Engineering services involved assessment/core drilling of the street, correcting cross slope problems with design of a concrete step curb, design of new drainage system, sidewalks, street trees surveying, and construction management services. CDBG funds were utilized for completion of this project. » back to top


Franklintown Borough, York County - Zoning & Subdivision Ordinances
We are currently working with the Franklintown Borough in preparation of the Borough's first Zoning and Subdivision & Land Development Ordinance Codes. We have been working with the local Borough committee and the York County Planning Commission with the project including the implementation of the CDBG funding for the project. » back to top


Biglerville Borough and Biglerville Borough Authority, Adams County - Sanitary Sewer and Wastewater Treatment Facility Improvement Project
As representative to the Borough and their Authority, Craig served as project manager for the successful completion of a $ 2.2 million dollar public works project involving the replacement and upgrade of nearly 5,000 feet of interceptor sewers as well as treatment facility improvements designed to improve the hydraulic capacity, reliability and efficiency of the system with an end project goal of reducing system overflows and improving effluent quality. Craig was also responsible for the coordination of project funding which included writing the application for a low interest loan and $ 1 million dollar grant issued by the Pennsylvania Infrastructure Investment Authority (Pennvest). » back to top


Franklintown Borough Municipal Authority - General Authority Engineering
As a representative to the Authority, Craig serves as the Authority engineer and reviews proposed subdivision and land development projects that will require water service as well as being an active participant in the search for additional capacity. KPI has also provided the Authority with updated, comprehensive drawings of their water distribution system. » back to top


Dillsburg Borough - Demolition of former Grain Milling Operation
As representative to Borough Council Tim served as project manager for this major demolition project which consisted of demolition of several reinforced concrete and stave silos. The project was performed as part of a downtown re-development planning effort which also resulted in the generation of a re-development plan. Grant funds were utilized for completion of this project. » back to top


Dillsburg Borough, York County - N. Second Street & W. Church Street Drainage Improvements & Related Consulting
As representative to Borough Council Tim served as project manager for the installation of a storm drainage system for several streets located within the Borough's re-development district. Services included preparation of a drainage study and cost estimates, preparation of bidding documents, and construction observation. Grant funds were utilized for completion of this project.

Additional experience has been review and coordination of various land development projects, assistance with completion of a re-development planning study and subsequent zoning ordinance amendment, and design and bidding of various paving projects. » back to top


Biglerville Borough and Biglerville Borough Authority, Adams County - Corrective Action Plan (CAP)
As representative to the Borough and their Authority, KPI has coordinated efforts to address all of the issues associated with the Corrective Action Plan culminating in the recent successful completion of the Sanitary Sewer System and Wastewater Treatment Facility Improvement Project. Inflow and infiltration studies were done along with inspection and televising of sewer lines to identify those areas that were contributing to sanitary sewer overflows in the Borough. Several sewer rehabilitation projects were then managed and administered by KPI for the construction and replacement of old sewer lines throughout the Borough as well as the lining of existing deteriorated sewer lines. KPI continues with on-going assistance including management of a sewer maintenance contract to identify potential problems for the purposes of rehabilitation as well as completion of the final steps for lifting of the Corrective Action Plan. » back to top


Biglerville Borough, Adams County - Fourth Street Reconstruction
Tim Knoebel, Eric Mains and Steve DeFriece served as engineering representatives to Biglerville Borough on this project. Our work involved a detailed review of the street condition which included on-site core sample review. A detailed cost/lifespan analysis was prepared in order to provide the Borough with several alternatives and related pavement longevity. We provided survey, drainage design, bid documents and construction management. The project was bid for both reconstruction and full depth reclamation with reconstruction being selected as the best alternative. The work also involved replacement of both sanitary sewer and water lines. » back to top


Franklin Township, York County - General Engineering
As Township Engineer, KPI has reviewed a number of large scale subdivision and land development projects totaling over 1,000 residential units, including their sewage facilities planning modules, and has interfaced with the local sewer authority as part of the review process. » back to top


Franklin Township, Adams County - Poplar Springs Sanitary Sewer Project
As representative to the Township Supervisors Greg served as project manager for completion of the Planning and Design of a sanitary sewer project to serve an area of the Township with malfunctioning on-site sewage systems where lots were too small for replacement systems. Work involved evaluation of existing systems, completion of Act 537 Planning, preparation of plans, specifications and bid documents, and will include construction management services. Also, a substantial part of the project is funded with grant monies secured through the CDBG program.

Other related experience includes oversight of the subdivision and land development plan review process and related drainage and municipal projects. » back to top


Berwick Township, Adams County - General Engineering and Sewer Operations
In addition to the general municipal engineering services provided to the Township, Greg Hertz serves as the operator of record for the wastewater treatment plant. His duties include, site inspections, collection of samples for analysis and reporting purposes, preparation and submission of the discharge monitoring reports, preparation of annual Chapter 94 report in coordination with contributory municipality, monitors flows and loadings from commercial establishments, equipment maintenance and troubleshooting and day to day process operations and support. Greg also conducts the review of the developer submitted subdivision and land development plans and has been involved with the implementation of those plans including serving as on-site engineering representative. » back to top


Franklin Township, York County - Capitol Hill Road Bridge Review
We are currently working with Franklin Township on repairs to the Capitol Hill Road Bridge. Our structural engineer provided a review of the bridge structure and prepared a subsequent report with alternatives and related costs including a recommended approach for repair and installation of a new guide rail system. » back to top


North Codorus Township, York County - Strickhouser & Buffalo Valley Road Culverts
As Township Engineer we worked with the Township road crew as they were their own general contractor to assist with replacement of the Strickhouser and Buffalo Valley Road Culverts. Our work involved some structural wingwall design, bidding, substantial coordination, field stake-out and on-site observation and direction. » back to top


Cumberland Township, Adams County - Act 537 Plan Update
As a representative to the Township Supervisors, KPI completed a supplement to the Act 537 Sewage Facilities Plan for a Special Study that was approved by PA DEP for the Greenmount Planning Area. This special study was conducted in an effort to provide for a central location for wastewater treatment and therefore reduce the potential for proliferation of individual package treatment plants. It also provides for a reliable means of wastewater treatment in an area identified as a growth area in the Township Comprehensive Plan. » back to top

North Codorus Township, York County - Sanitary Sewer Project Restoration
As Township Engineer KPI has worked with the Township and Authority with regard to the restoration of the recent sanitary sewer line construction project to establish that minimum Township standards have been met. » back to top


Cumberland Township, Adams County - Development Construction Observation
We currently provide a comprehensive range of services for development projects in Cumberland Township consisting of development & construction plan review, conduct pre-construction meeting and provide minutes, on-site observation and completion of daily inspection reports, maintain photographic records, conduct periodic meetings, and review of bond reduction/release requests. » back to top


Berwick Township, Adams County - Beaver Creek Road Bridge Replacement
Tim Knoebel and Greg Hertz served as engineering representatives to Berwick Township on this project. KPI's work involved completion of a feasibility study to assess the condition of the existing structure and to identify alternatives and related costs for its replacement. Following selection of the most cost effective alternative KPI provided survey and design services including completion of bid documents. We also provided construction management services including inspection, review of payment requests and related work. » back to top

Berwick Township, Adams County - Sanitary Sewer Project & Related Consulting
While previously employed by another engineering firm and as representative to the Township Supervisors Tim served as project manager for completion of the Planning and Design of a $4,000,000 public works project involving the construction of a new wastewater treatment facility, 4 pumping stations, and over five miles of sanitary sewer main. Tim was also responsible for the coordination of project funding which included writing the application for the largest grant issued by the Pennsylvania Infrastructure Investment Authority (Pennvest) to date of over $ 2.5 million dollars. The balance was funded by a 1% loan from Pennvest. Also, grant funds were secured through the CDBG program for payment of connection and tapping fees for qualifying residents.

Other related experience included preparation / assistance with a comprehensive plan, zoning ordinance, subdivision & land development ordinance, stormwater management ordinance, driveway ordinance, well ordinance, review and coordination of approval for developments such as a 14 lot light industrial park, a 275 lot mobile home park, a 75 lot residential subdivision with on-site wastewater treatment plant, and numerous commercial and residential projects. » back to top


Cumberland Township, Adams County - Annual Road Maintenance Bid Projects
In conjunction with the Township staff our firm provides engineering consulting service for planning, design and bidding of the annual road maintenance projects. Franklin Township, Adams County - Cashtown - McKnightstown Sanitary Sewer Project
As representative to the Township Supervisors Craig is serving as project manager for the completion of the Planning and Design of a sanitary sewer project to serve the Cashtown-McKnighstown area of the Township to address malfunctioning on-site sewage systems where lots were too small for replacement systems. Work involved evaluation of existing systems, completion of Act 537 Planning, Part I and Part II Water Quality Management approval for the project from PA DEP, coordination of project funding which included writing the application for the Pennsylvania Infrastructure Investment Authority (Pennvest) as well as grant monies secured through the CDBG program. Final preparation of plans, specifications and bid documents, construction management services will commence upon funding of the project. » back to top
